Sweden downplays EU gas payment loans to Ukraine

WASHINGTON, Nov 4 (Reuters) - The European Union is not responsible for loaning money to Ukraine to help the country pay for Russian natural gas supplies this winter, Sweden's Enterprise and Energy Minister said on Wednesday. Russian Prime Minister Vladimir Putin has repeatedly called on the European Union to help with Ukraine's gas problems by providing financial assistance. "That's not our role," Sweden's Maud Olofsson told Reuters TV in Washington. "The role for the European Union is to secure the energy supply for Europe," she said.

The EU has been warned of another potential winter gas war between Russia and Ukraine which could affect fuel supplies to much of Europe. A spokesman for Vladimir Putin said that the Russian Prime Minister spoke to his Swedish counterpart Fredrik Reinfeldt by telephone, after uncovering concerns that Ukrainian president Viktor Yushchenko was blocking payments for Russian gas supplies.

It already has its own French language school, French consulate and French cultural institute, now South Kensington is to get its own representative in the French parliament after a law was passed in Paris meaning that French nationals living abroad will be able to elect their own MPs.

In an attempt to give their two million expatriates more of a political voice, French MPs have created 11 new constituencies. The third such constituency covers Northern Europe, including the UK, Ireland, Scandinavia and the Baltic states.

Legislation has been passed to give French citizens who live abroad their own MPs in the 2012 national elections. The law creates 11 constituencies for expatriates ― a move that officials say is without international precedent.

The third constituency covers the UK, Irish Republic, Scandinavia and the Baltic states. But 102,470 French voters are registered in the UK, compared with 22,071 in all the other countries that make up the seat, and authorities believe that the real number of French residents in Britain is at least double the official figure.

SEOUL - A disgraced stem-cell scientist has been found guilty of fraud in a case that shocked the scientific community. Hwang Woo-suk, 56, once hailed as a South Korean hero for his research on stem cells and famous for creating "Snuppy", the first cloned dog, was on trial for fraud, misusing state funds and violating bioethics laws. The trial has lasted more than three years.

Reporting from Seoul - Disgraced South Korean cloning scientist Hwang Woo-suk was found guilty Monday of embezzling from his stem cell research fund and illegally buying human embryos.

Hwang's surprising findings in his stem cell research drew him a cult-like following. Immediately after he disclosed the findings in 2004, many medical experts and patients hoped that the breakthrough might lead to cures for diseases such as cancer.

オランダでコーヒーショップと言えば、、、初めて知った時にはショックでしたが^^;

The owner of the Netherlands' biggest cannabis-vending coffee shop went on trial for drug trafficking Tuesday accused of storing more than the allowed amount of the soft drug on site.

Though technically illegal, the Netherlands decriminalised the consumption and possession of under five grammes (0.18 ounces) of cannabis in 1976 under a so-called "tolerance policy". Cannabis cultivation and mass retail remain illegal and are in the hands of criminal organisations in a black-market business worth some two billion euros (three billion dollars) per year. There are around 700 licensed coffee shops in the Netherlands which are allowed to keep no more than 500 grammes of cannabis on their premises, though this limit is often flouted.
